For the EIDL application, if I'm paid a commission, what do I include in the Gross Revenue and COGS fields?

I'm applying for the EIDL until the PPP becomes available. On the application site it asks for my revenues and COGS. I ... I use in reporting revenue and costs?

I have recieved approval on the EIDL loan can these funds be used to refinance current debt that was based on a significantly larger revenue then what we currently have.

For the EIDL grant application, are you aware of whether independent contractors would be considered employees for the question on # of employees?

If we have paid a 1099 employee through payroll and they apply for the grant through the EIDL can we include those funds in our payroll amounts for the loan?
